Scope of Work
The goal of the Rule of Law Program funded by the United States Agency for International Development (USAID) and implemented by the East-West Management Institute (EWMI) is to strengthen the rule of law in Georgia by building the independence and effectiveness of justice sector institutions, enhancing access to justice for all segments of society, and increasing citizen and institutional oversight of justice sector institutions.
Background
One of the main priorities of the Rule of Law Program is to support the Public Defender’s Office in strengthening its equality mechanism in the fight against discrimination and removing access to justice barriers for minority representatives.
Proposed approach
The USAID Rule of Law Program seeks to hire a local sociologist to support the PDO’s Equality Department to study access to services for ethnic minorities and its impact on access to justice, as well as study their attitude toward the realization of their rights. The researcher's duty will be participation in preparing a methodology of the study, as well as preparing questionnaires for the interviews, conducting interviews with selected service providers and with representatives of ethnic minority groups from at least 3 regions of Georgia, and reviewing a final report.
The sociologist will work closely with the PDO’s Equality Department representatives and the legal expert.
Reporting
The expert sociologist will work closely with Ekaterine Bokuchava, Access to Justice Advisor, and Keti Kiknadze, Access to Justice Specialist, and will report to Giorgi Chkheidze, Chief of Party.
Timeline and Estimated Level of Effort
The consultancy period: April - August
Level of effort: 6 days in total, including 2 days for participating in developing methodology, preparing questionnaires for the interviews, and 4 days for conducting the interviews with selected service providers as well as with representatives of ethnic minority groups.
