Local Experts to Conduct ToT Training for LAS Lawyers
The USAID Rule of Law Program, funded by the United States Agency for International Development (USAID), is designed to strengthen the rule of law in Georgia by building the independence and effectiveness of justice sector institutions, enhancing access to justice for all segments of society, and increasing citizen and institutional oversight of justice sector institutions. The Program seeks to hire local experts to conduct ToT training for the Legal Aid Service (LAS) lawyers.
Background
One of the objectives of the Rule of Law Program is to improve access to justice for all in Georgia, by working with the CSOs and the LAS, the state-funded largest legal aid provider in Georgia, delivering free legal assistance to the socially vulnerable groups of people. The LAS has its own training center to offer training courses for improving its lawyers’ skills. For this, LAS needs to have a pool of in-house trainers who will be able to conduct training themselves. To make sure that the in-house LAS lawyers have the necessary skills to be a trainer, training of trainers (ToT) is required in training design and teaching methodology. The LAS lawyers to be trained have a vast knowledge of both theoretical and practical lawyering experience in various areas of law but need specific skills and techniques to be good trainers and conduct the training independently. The Program will assist the LAS in organizing the training for its selected group of experienced lawyers to become effective in-house trainers. This investment will ensure that the LAS has a pool of experienced trainers to support institutional capacity development in the long run.
Proposed Approach
The USAID Rule of Law Program seeks to hire a local expert/team of experts who will conduct the ToT training for the LAS lawyers. For this purpose, a trainer/team of two trainers will be needed who have substantial experience in interactive teaching instruction. The number of participants will be a maximum of 15.
The training will be oriented on practical exercise-based teaching; a demo training will also be conducted, and the participants’ work/presentations will be evaluated. In addition, the trainer will evaluate the participants according to their activity and engagement throughout the training.
The demo training by the participants will be scheduled upon completion of the initial training session. The participants will act as trainers - they will prepare a training agenda, syllabus, training manual, and a 30-minute presentation. The demo training will be assessed by the experts and the LAS representatives.

The experts will work closely with Mariam Gabedava, Legal Aid Advisor, and Ekaterine Lekishvili, Legal Aid Specialist, and will report to Giorgi Chkheidze, Chief of Party.
Timeline and Estimated Level of Effort
The consultancy period: February-March 2023.
Level of effort: up to 9 days, including, preparatory work, conducting the training, demo training/presentations, and preparing the assessments of the training participants. The expert/team shall propose the level of engagement and division of the work of the team members.
