Scope of Work
The goal of the Rule of Law Program funded by the United States Agency for International Development (USAID) and implemented by the East-West Management Institute (EWMI) is to strengthen the rule of law in Georgia by building the independence and effectiveness of justice sector institutions, enhancing access to justice for all.
Background
In 2018-2020, with the support of the USAID/PROLoG program and with the initiative of the Parliament of Georgia, legislative changes were made to prohibit forms of discrimination such as harassment and sexual harassment in the workplace and public spaces. Also, under the amendments, the employers became obliged to develop a mechanism prohibiting workplace discrimination, reflect them in the institution’s internal regulations and other documents, and ensure their implementation.
According to a report by UN Women in 2021, which focused on sexual harassment in the civil service in Georgia, 34% of the respondents reported experiencing some form of sexual harassment during their time in the civil service. The study found that two out of five female respondents and workers in central government institutions had encountered workplace sexual harassment. Despite positive attitudes towards reporting such incidents, most cases of sexual harassment remain unreported to relevant institutions such as the Public Defender's Office (PDO) or the Labor Inspection Office (LIO).
In the face of legislative improvements and increased legal protections for employees’ rights, there is still a lack of information about protective measures and limited public awareness regarding sexual harassment as a violation. Promoting a culture that supports and encourages victims or bystanders to report incidents of workplace sexual harassment, as well as promoting a workplace environment that values transparency, empathy, and respect is one of the keys to success in eliminating workplace discrimination.
Proposed approach
The USAID Rule of Law Program seeks proposals from qualified and experienced companies or individuals to assist the PDO in creating posters for the awareness-raising campaign on the prohibition of workplace harassment. The main goal of this campaign is to educate the general public, including employees and employers, about their legal rights and available solutions in cases of experiencing or witnessing sexual harassment in the workplace.
The selected applicants will be responsible for designing informative materials, specifically posters, that effectively communicate the message against workplace harassment. Working in collaboration with the PDO and LIO, the applicants will develop compelling narratives and visuals that emphasize the importance of reporting incidents and fostering a supportive work environment. The applicants must demonstrate that the content is culturally sensitive, inclusive, and accessible to diverse audiences.
