Judicial Reform Advisor

The East-West Management Institute, Inc. (EWMI) seeks a Judicial Reform Advisor for the USAID Rule of Law Program funded by the United States Agency for International Development (USAID).  The purpose of the Program is to help establish an independent, accountable, well-functioning and people-centered justice system in Georgia. Reporting to the Chief of Party (COP) and Deputy COP, the Judicial Reform Advisor will perform the following functions:

  1. Provide technical assistance and programmatic advice on how to strengthen and advance judicial reforms, as well as strengthen the capacity of individual judges;
  2. Lead the Program’s efforts to monitor the implementation of previously adopted judicial reforms, as well as advise on additional legislative and institutional reforms needed;
  3. Support establishment and operation of ROL Practice Groups and ROL Hubs;
  4. Lead technical assistance to strengthen the Constitutional Court;
  5. Develop methodologies and standards for improving institutional and functional independence, accountability and efficiency of the High Council of Justice (HCOJ), High School of Justice (HSOJ), judicial disciplinary bodies and other relevant judicial institutions;
  6. Provide advice to the Program components involved in developing and implementing people-centered justice activities and improvement of courts administration;
  7. Provide advice to Program component responsible for Judicial Exchanges activities;
  8. Provide advice and assistance to promote greater gender equality within the Georgian court system;
  9. Direct and supervise the work of the Judicial Reform Specialist;
  10. Coordinate the work of international experts working on judicial reform issues, including those provided by EWMI subrecipient ABA/ROLI,  including developing SOWs as needed, providing support in Georgia, and monitoring performance and impact;
  11. Where appropriate and consistent with expertise, teach or co-teach courses for judges sponsored by the Program;
  12. Contribute to implementation plans, monitoring and evaluation plans, quarterly reports and such other deliverables as may be requested by the COP.

The successful candidate will possess:

  1. A thorough knowledge and understanding of justice system development in Georgia, and a thorough understanding of international standards for judicial independence, efficiency and accountability;
  2. University degree in law;
  3. Significant experience in a courtroom either as a judge, prosecutor or a defense lawyer;
  4. Experience managing personnel, and experience in communicating/managing long-term international judicial experts in complex environments, where staff is located in different sites;
  5. Fluency in Georgian (native level) and English (both written and oral); and
  6. Strong interpersonal, communications, and interpersonal skills.
