The East-West Management Institute, Inc. (EWMI) seeks a Legal Aid Advisor for the USAID Rule of Law Program funded by the United States Agency for International Development (USAID). The purpose of the Program is to help establish an independent, accountable, well-functioning and people-centered justice system in Georgia.
Reporting to the Chief of Party (COP) and Deputy COP, the Legal Aid Advisor will perform the following functions:
** Develop approaches and strategies for best using Program resources to increase access to legal aid for marginalized individuals and communities;
** Provide advice and assistance to the COP and all Rule of Law Program components in project initiatives that aim to increase access to justice for marginalized groups and improve societal awareness of the need to confirm and protect their human rights;
** Design and oversee implementation of the Rule of Law Program grants programs supporting strategic litigation and advocacy programs aimed to improve human rights standards and remove barriers to justice at the local level; collaborate with CSO Advisor and Access to Justice Advisor in the process of design and implementation of grant programs;
** Develop and implement activities for quality and accessibility improvement for services provided by the State Legal Aid Service (LAS) and non-state legal aid providers;
** Oversee and monitor the performance of Program subrecipient the International Legal Foundation in its support of the LAS and other legal aid providers;
** Collaborate with the Regional Rule of Law Advisor in the development of Rule of Law Hubs as described in the Program Description;
** Lead and supervise the work of the Legal Aid Specialist;
** Participate in relevant workshops and conferences; and
** Contribute to implementation plans, monitoring and evaluation reports, quarterly reports and other such deliverables as requested by the COP or DCOP.
The successful candidate will possess:
** Graduate degree in law, public policy, or other related field. Postgraduate education in the area of human rights will be considered an asset.
** Expert knowledge of human rights situation and legislation in Georgia;
** Awareness of and sensitivity to gender issues and the needs of various marginalized communities;
** Good knowledge of the justice system in Georgia;
** At least 5 years of work experience in the legal and/or development field, including prior experience working with legal service provider organizations;
** Fluency in Georgian (native level) and English (both written and oral); and
** Strong interpersonal and communications skills.
