Monitoring, Evaluation and Learning Specialist

The East-West Management Institute, Inc. (EWMI) seeks a Monitoring, Evaluation and Learning (MEL) Specialist for USAID Rule of Law Program funded by the United States Agency for International Development (USAID).

The purpose of the program is to help establish an independent, accountable, well-functioning and people-centered justice system in Georgia. Reporting to the Chief of Party (COP) and Deputy COP, the MEL Specialist will perform the following functions:

  1. Ensure the efficient implementation of the program's MEL Plan, including conducting annual reviews;
  2. Develop and update MEL Indicators Reference Sheets and the reporting system as needed;
  3. Maintain and manage the monitoring and evaluation framework and data collection necessary to fulfill the program's MEL requirements;
  4. Ensure the appropriate, accurate, timely, and efficient collection and analysis of MEL data;
  5. Develop tools and training programs to assist program staff, partners, and sub-awardees/grantees in monitoring and documenting progress and challenges during program implementation;
  6. Develop and implement approaches and tools for organizational learning, including disseminating lessons learned and best practices;
  7. Review and ensure the quality of the reporting data submitted by program partners and sub-awardees/grantees and provide recommendations for improvement;
  8. Work with the USAID Rule of Law Program management and staff to conduct Annual Pause-and-Reflect Workshops;
  9. Contribute to evaluating grant applications for grant programs, particularly as they relate to proposed MEL approaches;
  10. Conduct evaluations of the program's operational activities and sub-awards.

The successful candidate will possess:

  1. At least five years’ experience in developing and implementing MEL Plans for international organizations and donors, preferably for USAID funded activities;
  2. Background in data collection, management, analysis and presentation methods and tools, and ability to set up systems and procedures for reliable data collection and management;
  3. Knowledge of results-based or adaptive management systems and processes;
  4. Knowledge of assessment, survey and monitoring methodologies and experience of implementing them;
  5. Knowledge of data management software and tools, such as Excel, and statistical software.
  6. Knowledge of the rule of law sector in Georgia, with specific experience in measuring justice sector reforms preferred;
  7. Experience in supporting organizational learning, accountability and performance;
  8. Excellent written and verbal communication skills in Georgian and English, with the ability to present complex data in a clear and concise manner;
  9. Strong organizational and interpersonal skills; and
  10. A university degree in social sciences, management, statistics, or another related field.
