The USAID Rule of Law Program joined forces with the USAID Unity Through Diversity Program to facilitate thought-provoking meetings with over 60 regional youth and Judge Timothy Baland.
Taking place in Akhalkalaki and Akhaltsikhe from August 1-10, the three meetings delved into varied topics. Judge Baland, drawing upon his extensive experience, elaborated on the intricacies of court structure. He emphasized the indispensability of a fair and just judiciary system, shedding light on its fundamental components and the crucial role of checks and balances.
Throughout the sessions, Judge Baland provided insights into various court cases, offering a glimpse into the challenges that had marked his illustrious career. The dialogue extended to the realm of jury trials, where the Judge accentuated the importance of impartial juries and the intricate dynamics that characterize jury trials.
“I told the story of an 18-year-old immigrant to central Minnesota who was charged with the offence of giving a false name to a police officer. I explained how being convicted of that crime could lead to deportation, and how the prosecutor objected to the defense attorney’s request for a deferred adjudication outcome. I explained how my decision in the case minimized the likelihood that the young man would get deported. The implicit message was that courts aim to treat everyone fairly, even immigrants and ‘minorities.’”- said Judge Baland.
The young participants showed remarkable enthusiasm in not only gaining knowledge from the discussion, but also actively contributing to it. Many questions were asked, such as can a judge reduce a person’s prison or jail sentence once it has been pronounced, whether community service is a sentencing option, and whether a “life sentence” really meant for life. Youth mentioned the right to education, and this led to a good discussion about why that was such an important right, especially when considered in connection with the right to vote and the other freedoms which Judge Baland had discussed.
This interaction yielded substantial outcomes, benefiting the youth with a deeper comprehension of informed civic engagement.
