In June 2024, the Group of Independent Lawyers and Democracy Index - Georgia, with USAID Rule of Law Program support, organized a series of presentations in Batumi, Kutaisi, and Telavi to address the reasons for case delays in Georgian courts. They discussed the findings of the research carried out by GIL and DIG in 2023.
The study revealed several factors contributing to delays in court proceedings. These include the absence of a unified system for managing case flows, inefficient resource utilization, and limited use of alternative dispute resolution mechanisms such as mediation and arbitration.
The speakers pointed out that the comparison of the caseloads between Georgia and more advanced European countries did not support the widespread claim that the shortage of judges is the primary reason for delayed proceedings. Instead, the reasons for delays should be sought in the inefficient case management practices. They highlighted systemic issues related to judicial administration.
In total, 64 representatives of non-governmental organizations, lawyers, and students participated in the discussions.
