University Students Consider Issues of Freedom of Religion and Compulsory Military Service

On March 19, 2024, with the USAID Rule of Law Program support the Law School of Free University (FreeUni) in collaboration with Batumi Shota Rustaveli State University hosted two events in Batumi: a presentation of a Constitutional Claim and a Public Lecture.

The presentation of the Constitutional Claim was a collaborative effort between students from the Free University of Tbilisi and Batumi Shota Rustaveli State University. Twenty-seven students attended. Batumi Shota Rustaveli State University students led the presentation, which centered on a claim submitted to the Constitutional Court of Georgia regarding the Law "on civil acts" governing the procedure for changing surnames. The claim challenged the existing legislation, which restricts individuals from changing their surnames to ones they find acceptable, posing problems, particularly for ethnic minorities unable to reclaim their historical surnames under current legal regulations.

Following the presentation, Vasil Zhizhiashvili [invited lecturer at FreeUni] conducted a Public Lecture on Freedom of Religion and Compulsory Military Service. Twenty-nine students attended and were asked to consider the implications of the new Defense Code adopted by the Georgian Parliament in 2023. The Code mandates compulsory military or alternative non-military service for clergy of all churches except the Orthodox Church. Discussions during the lecture revolved around the European Court of Human Rights' perspective on freedom of religion and compulsory military service, as well as the alignment of the new Defense Code with international human rights standards. The event concluded with an engaging discussion involving students from Batumi Shota Rustaveli State University.
